The Committee of Legal Affairs has voted in favor of two draft whistleblowing bills to transpose the EU Directive on whistleblowing.
A group of MPs of the Parliamentary Group “Democratic Bulgaria” led by Ms Nadejda Iordanova – former Minister of Justice – submitted draft whistleblowing legislation to the Parliament on 19 October 2022 and The Council of Ministers (the Government) submitted their draft on 24 October 2022.
According to Political Science expert, Ecaterina Camenscic, the Committee will recommend that the bills are adopted at first reading by the plenary:
“The first reading however is kind of โgeneralโ โ the debates usually are limited to the principal necessity of such a piece of legislation. Bearing in mind that Bulgaria is obliged to have it 1) because of the Directive and 2) because this law is part of the conditions for Bulgaria to receive the funds from the Recovery and resilience plan, there isnโt a political debate as such.”
