On 28 September 2022, the Council of Ministers approved a draft law to transpose the EU Directive on whistleblowing which should have been fully implemented by all 27 EU member states by 17 December 2021.
The draft law hopes to ensure the effective protection of whistleblowers in public and private sectors, covering workers who disclose information about violations relating to Bulgarian legislation or acts of the EU. The law has also stated the “Commission for Combating Corruption and Confiscation of Illegally Acquired Property” (CPCCONPI) will act as an external reporting channel to receive and process disclosures.
A Parliamentary election was held on 2 October 2022 which may delay the transposition process. Once Parliament has been summoned, the Council of Ministers will submit the draft law to parliament where it will be in the hands of the political parties represented in the legislature.
