The Finnish Ministry of Justice set up a national working group on the transposition of the Whistleblower Directive in February 2020 to allow for more formal consultation following informal meetings in November 2020.
The working group, which comprises government and municipal officials, trade unions, and business associations, but not other civil society experts, held its first meeting on the 4th of March, 2020. The working group will assess whether it is necessary to draft a new law or make amendments to the existing law. The group is also assessing if the national scope should be broader than the minimum level in the Directive and which authority should be the right one to receive reports.
The sub-working group, chaired by the Ministry of Employment and the Economy, is preparing draft legislation on labour law and employment.
The term of office of the working groups was end be end late March 2021. Despite a draft Bill being originally expected by the end of 2020, the group will continue its work now its mandate has been extended until June 2021.
