Slovakia’s Office for the Protection of Whistleblowers (Úrad na ochranu oznamovateľov, ÚOO) has published its three-year report, highlighting key accomplishments in protecting individuals who report illegal activities. Originally established in 2015 as one of the first institutions of its kind in the EU, the ÚOO was designed to protect whistleblowers from retaliation and create secure channels for reporting misconduct. With the introduction of the EU Whistleblower Protection Directive (Directive (EU) 2019/1937), the ÚOO has since expanded its protections to align with EU-wide standards.

Between 1 September 2021, and 20 August 2024, the ÚOO recorded over 1,320 inquiries, with 574 individuals reaching out via the office’s info line for guidance and support. This reflects a steady use of the office’s resources for secure and confidential whistleblowing channels.

Key data from the ÚOO’s first three years include:

  • 547 complaints handled: Among these, 119 were filed anonymously, allowing for private reporting.
  • 134 reports of illegal activities: A total of 41 were submitted anonymously, demonstrating the office’s ability to protect identities.
  • 42 interventions against retaliatory measures: The ÚOO acted to shield whistleblowers from retaliatory actions, reflecting its role in enforcing protections.
  • 80 training sessions held: The office has trained more than 3,600 people on whistleblower rights and reporting processes.

The Office also published some video interviews with key staff, available here

The ÚOO also launched a public competition to raise awareness about whistleblower protections and engage in its mission. The competition invites participants to enter by answering questions related to the Office’s role, whistleblower protections, and reporting procedures. Winners will receive prizes that highlight the office’s dedication to fostering a culture of openness and encouraging individuals to report misconduct safely.
