NGO raises concern for provision for reporting channels in Spain

“Digital rights NGO Xnet have raised concern for Spain’s new whistleblowing framework. Spain adopted new whistleblowing law to transpose the EU Directive on whistleblowing into national law in February 2023.
In an article entitled “Proliferation of anonymous mailboxes that are NOT” Xnet raise questions about provision for reporting channels, in particular anonymous mailboxes to report corruption and other crimes to institutions.

The article published on 5 July 2023 states:

“As we said, the law that obliges institutions to have a mailbox/channel so that corruption and other crimes can be reported, even anonymously, has been in force for two weeks now. The situation in Catalonia, Valencia and CNMC is quite good and we know this because we have initiated the adaptation of the institutions ourselves. Now we’re taking a look at how the situation is at the central government level and the truth is we’re going to need help because… Things don’t look good….

…We ask for help in collecting mailboxes/channels to report abuses or corruption that are said to be anonymous and are not.” [unofficial translation]

They call for more information on institutions which have not established reporting mailboxes, as well as mailboxes which claim to be anonymous but are not as they do not promote digital safety through the use of Tor software needed to protect anonymity online.”
