Experts weigh in on new whistleblowing law

Anti-corruption NGO Transparency International Slovenia (TI-SI) have published their opinion on a new whistleblowing law proposed by the Government. New whistleblower protection legislation is needed in Slovenia to transpose the EU Directive on Whistleblowing which should have been fully implemented by the 17 December 2021.

The Ministry of Justice issued the draft proposal for consultation and TI Sloveniaโ€™s response include several recommendations to improve the current Bill so that it better protects individuals which speak up in the public interest.

Sebastijan Peterka (TI-SI)  said:

“Slovenia missed the deadline for the timely transposition of the EU Directive on the protection of whistleblowers. This is certainly not a good thing, but this delay is not an obstacle for the proposer not to send a law to the National Assembly that could be an example to other countries. As we have been saying for the last two years: we are striving to draft and adopt an ambitious, progressive law that will upgrade the directive and offer whistleblowers comprehensive protection.โ€

The paper โ€“ which can be read here โ€“identifies several areas the proposed framework should be strengthened to meet international consensus on best practice principles including widening the scope of protection afforded and facilitating anonymous reporting.
