Draft whistleblowing law approved

A new draft law to transpose the EU Directive on Whistleblowing has been approved in Italy.

The Council of Ministries approved the draft law just three days before submitting it to Parliament.

It appears the Government and the anticorruption authority have been drafting the proposal behind closed doors. The Government approved the text on 10 December 2022 before sending it to Parliament on 13 December.

The Parliamentary committees can submit comments on the draft law within the next 60 days. After this, the draft legislation will be sent back to the Government for a final review.

Italy is delayed in the transposition of EU Directive 2019/1937 which was required to be transposed fully before 17 December 2021. Italy had to restart the transposition process in September 2022 after the legal mandate to implement the EU law ran out.
