Digital rights NGO Xnet have proposed amendments to the #LeyRhodes, Organic Law for the comprehensive protection of children and teenagers against violence to improve the law from the perspective of whistleblower protection as it includes an obligation for certain individuals to report information breaches of the law whistleblowers.

Xnet points out possible improvements to the text of the Organic Law for the comprehensive protection of children and teenagers from violence or โ€œRhodes Lawโ€ from the perspective of whistleblowers who comply with the obligation to report established by the law. The text has been improved to tighten confidentiality and protection provisions. The issue also raises the importance of the obligations of competent authorities to accept anonymous reporting, as is topical for the transposition of the EU Directive on Whistleblowing into Spanish Law.  Xnet have drafted a comprehensive legislative proposal to implement the Directive beyond minimal standards to reflect international best practice consensus.
