A new whistleblowing law has been reported in the media in recent months without any draft proposals being published for public consultation or analysis. The legal authority granted to the Government to develop the new law, which transposed the EU Directive on whistleblowing into Italian national law has now expired, making it unlikely that Italy will meet the deadline. All 27 Member States of the EU must fully implement the Directive before the 27 December 2021.
NGOs TI Italy and the Good Lobby held a press conference today to comment on the transposition process; including:
- The lack of transparency in developing the law
- The push to proceed with more inclusivity and openness in the coming stages
- The specific provisions needed for effective transposition
