Draft law progresses through Parliament

A draft law on whistleblower protection – to transpose the EU Directive on Whistleblowing – was introduced to the Estonian Parliament in September 2023, eighteen months after the official deadline to have fully implemented the Directive.  

Bill 257 SE for the Act on the Protection of Whistleblowers Who Report Breaches of European Union law was referred to the plenary assembly for its first reading in October and entered the committee stage in October through December 2023. Several opinions on the Draft Law have been published on the laws dedicated webpage where the laws progress through parliament can be followed.

Estonia is one of only two EU Member States yet to adopt transposition legislation and may have significant financial penalties for delays.
